CO2 Emissions by Country
Carbon dioxide emissions by country measures CO2 emissions from petroleum and other liquids for each country, in million metric tons (Mt). Unlike the fuel pages on this site, this is not a volume of oil or gas but the emissions attributed to petroleum and other liquids use. The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. The table covers 216 countries, with 212 reported 2024 values, and includes data from 2019 to 2024. The world total stood at 12,626.4806 Mt in 2024, up from 12,618.0998 Mt in 2023.
The United States (2,240.9204 Mt) remained the largest reported emitter in 2024, narrowly ahead of China (1,934.2765 Mt). India (612.5903 Mt) ranked a distant third, followed by Russia (454.2193 Mt) and Brazil (444.5328 Mt). Empty means no reported value, not zero. The United States accounted for about 17.8% of the world total in 2024 — far below leader shares in the fuel production series. The top two together held about 33.1%, the top three about 37.9%, the top five about 45.0%, and the top ten about 58.1%. More than two-fifths of reported emissions sit outside the top ten. The world total barely moved, rising from 12,618.0998 to 12,626.4806 Mt (+8.3808 Mt, about 0.1%). Beneath that flat surface, two exceptionally large moves offset each other: Brazil jumped from 331.0463 to 444.5328 Mt (+113.4865 Mt, about 34.3%), while Iran fell from 323.4810 to 246.2096 Mt (-77.2714 Mt, about 23.9%). Outside those two countries, reported emissions fell by about 27.8 Mt on net. Such sharp single-year breaks are unusual in this series and merit caution when reading the trend. The United States (-0.4%) and India (-7.4%) both declined while China (+0.9%) edged up, narrowing the gap between the United States and China while leaving the order unchanged. Russia (+1.7%) grew modestly while Saudi Arabia was essentially flat. The year's story is the Brazil-Iran pair: without them, the world total would have declined. Reported world values were 12,362.8194 Mt in 2019, 11,056.6972 Mt in 2020, 11,784.4500 Mt in 2021, 12,210.6794 Mt in 2022, 12,618.0998 Mt in 2023 and 12,626.4806 Mt in 2024. Emissions ended about 2.1% above the 2019 level after the 2020 dip and three years of recovery. Over the same span the United States fell about 3.6% (2,323.9927 to 2,240.9204 Mt) while China rose about 35.3% (1,429.2746 to 1,934.2765 Mt). The figures show the change over time but do not explain its causes. This is less concentrated than the production series in this group: the top ten hold 58.1%, against roughly 72% to 94% in the fuel and crude production rankings. That reflects how widely energy use — and therefore emissions — is spread, even though the same large economies top every ranking. Emissions do not necessarily move in lockstep with petroleum consumption: emissions depend on the fuels and products consumed, their carbon content, and the way the source assigns emissions to each country. The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. Values represent annual carbon dioxide emissions associated with petroleum and other liquids, in million metric tons (Mt CO2). Where no value is available, the cell is left empty. A value of 0 indicates that the source reports zero. The sum of the countries listed on this page may not equal the reported world total because the country-level data presented here do not necessarily represent the complete set of values used for the world total. Single-year breaks of unusual size — such as Brazil's 2024 rise and Iran's 2024 fall — are reported as recorded, without adjustment or explanation. This page covers CO2 emissions only and does not include fuel production or consumption volumes, which are reported separately in the source.

Frequently Asked Questions
Which countries emit the most CO2?
The United States (2,240.9204 Mt) and China (1,934.2765 Mt) reported the largest 2024 values, followed by India (612.5903 Mt), Russia (454.2193 Mt) and Brazil (444.5328 Mt).
Why did world emissions barely change in 2024?
The world total rose just 8.3808 Mt (about 0.1%) because two huge moves offset: Brazil +113.4865 Mt against Iran -77.2714 Mt, with the rest of the world down about 27.8 Mt on net. The source does not explain these breaks.
Is the United States still the largest emitter?
In this series, yes: the United States reported 2,240.9204 Mt in 2024 against China's 1,934.2765 Mt. Its emissions fell about 3.6% since 2019 while China's rose about 35.3%.
Do petroleum consumption and CO2 emissions move together?
Not exactly: these emissions reflect petroleum and other liquids use, so they track that consumption category rather than total energy use. Rankings can still differ because emissions depend on the fuels and products consumed, their carbon content, and the way the source assigns emissions to each country.
