Industry Value Added (% of GDP) by Country

Industry's share of GDP tells a revealing story about how economies are structured. In some countries, manufacturing, mining, oil extraction, and construction account for more than half of all economic output. In others, these activities contribute less than 10%. The data, drawn from national statistical offices and World Bank estimates, tracks industry value added as a percentage of GDP across 215 countries from 2020 to 2025. The differences between countries are large, and the changes over time can be dramatic.

Where Industry Dominates

The countries with the highest industry shares are almost all oil and mineral exporters. Guyana tops the list at 75.09% in 2025, up from 38.80% in 2020 — a remarkable increase driven by the onset of offshore oil production. Libya follows at 73.25%, rising from just 15.95% five years earlier as oil output recovered after years of disruption. Brunei (60.00%), Qatar (57.04%), Kuwait (54.12%), and Oman (52.74%) round out the top, all with economies heavily centered on hydrocarbon extraction.

What stands out is not just the high numbers, but the speed of change. Guyana's industry share nearly doubled in five years. Libya's more than quadrupled. These swings reflect how dependent these economies are on a single sector: when oil production starts, stops, or accelerates, the entire GDP composition shifts.

Where Industry Plays a Smaller Role

At the other end of the spectrum are economies built around services, tourism, or agriculture. Sao Tome and Principe has the lowest industry share at 2.23%, followed by Micronesia (5.28%), Luxembourg (8.88%), and the Maldives (9.33%). Small island states are overrepresented here: their economies rely on tourism, financial services, or fishing rather than manufacturing or heavy industry.

Luxembourg is an interesting case. Its industry share dropped from 11.34% in 2020 to 8.88% in 2025, but this is not necessarily a sign of industrial decline. It reflects the rapid growth of its financial services sector, which makes the denominator — total GDP — larger while industry output remains relatively stable. This is a useful reminder that a low industry percentage does not always mean a weak industrial base.

What the Indicator Actually Measures

Industry value added includes mining, manufacturing, construction, electricity, water, and gas. It excludes agriculture, forestry, fishing, and all services. Expressing it as a percentage of GDP makes it easy to compare economies of different sizes, but it has a quirk: a country's industry share can fall even if its factories produce more, provided the services sector grows even faster. This is common in developing economies as they shift from agriculture to industry and then to services.

The data also reveals some notable declines. Angola's industry share fell from 37.14% to 27.07% between 2020 and 2025, reflecting lower oil output and a gradual economic shift. Montenegro dropped from 17.61% to 11.25%, and Moldova from 23.13% to 16.92%. In most of these cases, the decline is not about deindustrialization in the traditional sense, but about structural changes — a growing services sector, resource depletion, or shifting investment patterns.
