Merchant Fleet Share by Country (2026)
Merchant fleet share by country measures the share of the world fleet, as a percentage of total world dead weight tonnage, held by merchant ships registered under each country's flag. It shows how much of the global fleet capacity each registry accounts for rather than the cargo it carries. The statistics are based on the UNCTADstat database. The dataset covers 196 countries and territories, and 195 of them report figures for 2026. The countries and territories with reported data account for about 99 percent of the world merchant fleet.
Liberia recorded the largest share of the world merchant fleet in 2026 at 17.66 percent. Panama followed with 13.83 percent, ahead of the Marshall Islands (12.56) and Singapore (7.36). Hong Kong (6.96), China (5.62), Malta (4.51), the Bahamas (2.82), Greece (2.04), and Japan (1.86) complete the top ten. Merchant fleet share is concentrated in a handful of open-registry economies. The top five countries together account for about 58 percent of the world fleet, and the top ten for about 75 percent. Among the 195 countries and territories with 2026 data, 14 record a share of 1 percent or more. In Asia, Singapore (7.36 percent) and Hong Kong (6.96) hold the largest shares, followed by China (5.62) and Japan (1.86). South Korea (0.94), the Philippines (0.24), and Vietnam (0.39) are smaller, while Indonesia (1.44) is the largest national fleet share in South-east Asia after Singapore. In Europe, Malta (4.51) holds the largest share, ahead of Greece (2.04), Portugal (1.55), and Cyprus (1.39). Denmark (1.00) is just above the 1 percent mark, while Norway (0.82), France (0.43), the United Kingdom (0.39), Germany (0.34), Italy (0.28), and the Netherlands (0.26) are smaller. In the Americas, the Bahamas (2.82) leads, followed by the United States (0.53) and Brazil (0.26). In Africa, Liberia (17.66) dominates the global ranking, with Nigeria (0.29) the largest national share outside open registries. In the Middle East, Iran (0.80) and Saudi Arabia (0.77) are the largest. In Oceania, Australia accounts for 0.09 percent of the world fleet and New Zealand for close to nothing, while the Cayman Islands (0.21) and Barbados (0.57) rely on open-registry business in the Caribbean. Liberia recorded the largest increase in fleet share between 2021 and 2026, rising from 14.02 to 17.66 percent. Singapore also gained, from 6.37 to 7.36 percent, and Portugal from 1.07 to 1.55. China edged up from 5.19 to 5.62 percent. Hong Kong recorded the largest decline, from 9.59 to 6.96 percent, followed by Panama, down from 16.11 to 13.83 percent. Greece fell from 3.01 to 2.04 percent and Malta from 5.42 to 4.51 percent. The statistics are based on the UNCTADstat database, indicator Percentage of total world, which measures each country's merchant fleet share as a percentage of world dead weight tonnage. Values refer to the beginning of each year. The main comparison uses 2026 data where available, and the latest available year for countries without a 2026 observation.
