FAO Supply Utilization Accounts record refined sugar available for human consumption, in tonnes and in grams per person per day, from 2019 through 2023. The file covers 177 reporters; 176 of them carry a 2023 value, adding to a listed total of 133,876,523 tonnes. India holds the largest 2023 supply at 17.1 percent of the listed total, while none of the ten largest reporters by volume appears among the ten highest per-person figures.

India reported the largest 2023 supply at 22,900,000 tonnes, while Belgium recorded the highest per-capita figure at 128.36 grams per person per day.

India's Five-Year Decline in Four Facts

• The listed total fell 2.1 percent over five years, with India's 3,185,677-tonne decline accounting for more than the net decrease.
• Cuba's 482,310 tonnes are outside the endpoint comparison because Cuba has no 2023 value; no country appears in both top-ten lists.
• The latest year added 0.8 percent as Pakistan's gain met China's fall.
• Germany and the Philippines differ by 826 tonnes for ninth place.

India Fell 3,185,677 Tonnes

Across the 176 reporters present at both endpoints, the listed total fell from 136,733,195 tonnes in 2019 to 133,876,523 tonnes in 2023, a decline of 2,856,672 tonnes or 2.1 percent. India fell 3,185,677 tonnes (down 12.2 percent), 111.5 percent of the net decrease, with Brazil down 917,000 (down 12.0 percent), China down 583,774 (down 6.4 percent) and Nigeria down 321,652 (down 17.9 percent); Indonesia added 525,157 (up 8.5 percent), Vietnam 342,189 (up 22.8 percent), Ethiopia 313,111 (up 47.3 percent) and the United States 310,190 (up 3.2 percent). Cuba's 482,310 tonnes left the comparison; none entered.

No Country Sits on Both Top Tens

India's 22,900,000 tonnes lead the 2023 table at 17.1 percent of the listed total, 2.27 times the United States' 10,082,190 in second. China follows at 8,601,332 with Brazil at 6,717,000; the top three hold 31.1 percent, the top five 41.1 percent and the top ten 56.0 percent. Indonesia, Pakistan, Russia, Mexico, Germany and the Philippines complete the ten — Germany ahead of the Philippines by 826 tonnes. Per person, Belgium stands first at 128.36 grams with Poland at 126.44; not one of the ten largest reporters by volume appears in the per-person ten.

2022 to 2023: China Down, Pakistan Up

From 2022 to 2023, the same 176 reporters increased their combined figure from 132,804,179 to 133,876,523 tonnes, a gain of 1,072,344 tonnes or 0.8 percent. China fell 715,809 tonnes (down 7.7 percent) while Pakistan added 606,047 (up 11.5 percent); the Philippines added 296,660 (up 13.3 percent) and the United Kingdom 285,289 (up 20.8 percent), with Germany down 282,000 (down 10.0 percent), France down 221,870 (down 10.3 percent), Egypt down 217,100 (down 26.6 percent) and Argentina up 214,214 (up 17.2 percent).

What Does Refined Sugar Cover?

The FAO item covers refined sugar as classified in the database, rather than raw or non-centrifugal sugar categories, which are treated separately. Food supply quantity captures what was available for human consumption during the reference year. The gram-per-day figure expresses that supply relative to population on a daily basis. These figures should not be interpreted as total sugar consumption across all sugar products.

Methodology

One hundred seventy-seven reporters with a value in at least one year from 2019 through 2023 form the universe, and reporters alone reach the tables: World, regional and China (aggregate) rows stay out, with China standing for the China reporter. Every percentage anchors to the earlier endpoint year across reporters present at both ends. Zero-base years yield no percentage, and small-base percentages should be read alongside the underlying value.

FAO Supply Utilization Accounts food supply quantity follows refined sugar in both measures: element 5141 in tonnes for totals, element 665 in grams per capita per day, 2019 to 2023. Availability for human consumption in the reference year is the measured quantity, not intake. Zero reports zero; blank reports nothing. The 2023 listed total of 133,876,523 tonnes sums the 176 reporters with a 2023 value, in tonnes as published.
