Residual Fuel Oil Production by Country
Residual fuel oil production by country measures residual fuel oil produced for each country, in million barrels per day (Mb/d). This is a historical series: the source reports values for 2009 to 2014 only, with no recent data, so it cannot be compared with current consumption figures. The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. The table covers 117 countries, with 117 reported 2014 values. The world total stood at 8.7855 Mb/d in 2014, down from 8.9928 Mb/d in 2013.
Russia (1.5766 Mb/d) was the largest producer in 2014. Saudi Arabia (0.4813 Mb/d) and the United States (0.4350 Mb/d) followed, with Iran (0.4277 Mb/d) and China (0.4013 Mb/d) close behind. Empty means no reported value, not zero.
Residual Fuel Oil Production by Country
Russia accounted for about 17.9% of the world total in 2014, about 3.3 times Saudi Arabia. The top two together held about 23.4%, the top three about 28.4%, the top five about 37.8%, and the top ten about 53.8%. Nearly half of reported production sits outside the top ten.
Change from 2013 to 2014
Russia recorded the largest increase in absolute terms, rising from 1.4964 to 1.5766 Mb/d (+0.0802 Mb/d, about 5.4%). The world total fell from 8.9928 to 8.7855 Mb/d (-0.2073 Mb/d, about 2.3%). The largest decline among reported pairs was South Korea, falling from 0.2156 to 0.1484 Mb/d (-0.0672 Mb/d, about 31.2%).
How production changed across major producers
The top five split three against two: Russia (+5.4%), Saudi Arabia (+5.7%) and China (+18.4%) grew, while the United States (-6.9%) and Iran (-12.3%) declined. China grew the fastest in percentage terms. South Korea recorded the largest decline in absolute terms among reported countries, falling from 0.2156 to 0.1484 Mb/d (-31.2%).
2009 to 2014 in this series
Reported world values were 9.9526 Mb/d in 2009 and 8.7855 Mb/d in 2014, a decline of about 11.7%. The figures describe a closed historical window and cannot be extended to the present. The figures show the change over time but do not explain its causes.
Residual production in context
Because this series ends in 2014, its rankings describe where residual fuel oil was produced in that year — not where production stands today. Russia led the 2014 ranking by a wide margin, with 1.5766 Mb/d, while the United States ranked third at 0.4350 Mb/d. This page should be read as an archive of where residual fuel oil was made in 2009-2014, not as a guide to current markets.

Methodology
The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. Values represent annual residual fuel oil production in million barrels per day (Mb/d). This is a discontinued historical series covering 2009 to 2014; no values are reported after 2014. Where no value is available, the cell is left empty. A value of 0 indicates that the source reports zero. The sum of the countries listed on this page may not equal the reported world total because the country-level data presented here do not necessarily represent the complete set of values used for the world total. This page covers residual fuel oil production only and does not include consumption or other fuels, which are reported separately in the source.
Frequently Asked Questions
Which countries produced the most residual fuel oil in 2014?
Russia (1.5766 Mb/d), Saudi Arabia (0.4813 Mb/d) and the United States (0.4350 Mb/d) reported the largest 2014 values, followed by Iran (0.4277 Mb/d) and China (0.4013 Mb/d).
Why was Russia first?
Russia reported 1.5766 Mb/d in 2014, about 3.3 times Saudi Arabia. The table reports the values; the source does not state the causes behind the ranking.
Why does this series end in 2014?
The source reports values for 2009 to 2014 only. No values are reported after 2014, so the table cannot be extended to the present.
Is this comparable with current consumption data?
No. Production and consumption are different measures, and the years do not overlap with current series. This page describes 2009-2014 production only.
