Sugar and Sweeteners Consumption by Country

India held 28,229 thousand tonnes of listed sugar and sweeteners food supply in 2023, 13.9 percent of a 203,445-thousand-tonne total, but lost 3,278 thousand tonnes over five years while Iraq rose 215.1 percent from a smaller base. The aggregate barely moved: up 0.7 percent between 2022 and 2023 and up 2.2 percent since 2019, as large increases and decreases cancelled each other out. The per-capita ranking is led by Luxembourg at 178.82 kilograms per person per year, far ahead of any large-volume reporter.

Sugar and Sweeteners Consumption

India leads at 28,229 thousand tonnes, only 1.31 times the United States at 21,624, with China third at 13,083 and Russia fourth at 9,678. Per capita the order belongs to small reporters: Luxembourg at 178.82 kilograms from 119 thousand tonnes, then Montenegro at 126.26 and Suriname at 123.35 kilograms. India, first by total, records 19.63 kilograms per person.

Sugar and Sweeteners Food Supply at a Glance

  • India had the largest listed sugar and sweeteners food supply in 2023 at 28,229 thousand tonnes.
  • The United States ranked second at 21,624 thousand tonnes, followed by China at 13,083 thousand tonnes.
  • Luxembourg had the highest per-capita food supply at 178.82 kilograms per person per year.
  • The listed total was 203,445 thousand tonnes across 176 reporters with reported values.
  • Among 176 reporters with data in both 2019 and 2023, listed sugar and sweeteners food supply increased by 4,360 thousand tonnes, or 2.2 percent.
  • The FAO Food element measures food available for human consumption and is not a direct measure of the amount actually eaten.

Key Takeaways

This aggregate combines the sweetening items included in the FAO Food Balances classification, principally refined sugar, non-centrifugal sugar and other sweeteners. The leadership is far more diffuse than in the crop aggregates: the leader holds only 13.9 percent and the top ten just over half of the listed total.

Because the aggregate hardly changed in either window, the five-year story is one of offsetting moves. India's 3,278-thousand-tonne decline alone would have shrunk the total by more than the net gain, and it was Iraq, Vietnam, Indonesia and Guatemala that carried the aggregate into positive territory. Between 2022 and 2023 the same pattern repeated on a smaller scale, with China and the United States falling while Pakistan, Russia and India rose.

India Leads a 203,445-Thousand-Tonne Table, yet Fell 10.4 Percent Over Five Years

The 2023 table is led by India at 28,229 thousand tonnes, with the United States second at 21,624 and China third at 13,083. Russia and Brazil complete the top five at 9,678 and 8,213 thousand tonnes, respectively. India holds 13.9 percent of the 203,445-thousand-tonne listed total.

The top three reporters accounted for 30.9 percent of the listed total, the top five 39.7 percent and the top ten 53.3 percent. India stood at 31,507 thousand tonnes in 2019, so the 2023 figure is 10.4 percent below its own starting point. Per capita, Luxembourg's 178.82 kilograms per person per year lead Montenegro at 126.26 kilograms, while China, third by total, records only 9.20 kilograms.

Opposing Moves Cancel Out in a 0.7 Percent Annual Rise

Among the 176 reporters with data in both 2022 and 2023, the listed food supply increased from 201,933 thousand tonnes to 203,445 thousand tonnes, a gain of 1,512 thousand tonnes (0.7 percent). The two years share the same 176 reporters, with no reporter entering or leaving the comparison. Pakistan added 966 thousand tonnes (up 16.2 percent), Russia added 594 thousand tonnes (up 6.5 percent), India added 397 thousand tonnes (up 1.4 percent) and the Philippines added 315 thousand tonnes (up 10.7 percent), while China fell 1,171 thousand tonnes (down 8.2 percent), the United States fell 922 thousand tonnes (down 4.1 percent), Germany fell 335 thousand tonnes (down 8.8 percent) and Vietnam fell 266 thousand tonnes (down 8.2 percent).

The gross movements on each side dwarf the net change: the two largest declines alone removed more than the reported gain added back through the increases. Read as offsetting shifts rather than as momentum, the 0.7 percent figure describes a year in which several major reporters shrank while others grew.

Iraq's 215 Percent Rise Helps Offset India's 3,278-Thousand-Tonne Fall

For the 176 reporters with data in both 2019 and 2023, the listed food supply rose from 199,085 thousand tonnes to 203,445 thousand tonnes, a gain of 4,360 thousand tonnes (2.2 percent). The 2019 total includes 177 reporters with reported values, while the 2023 total includes 176; Cuba, with 545 thousand tonnes in 2019, had no reported 2023 value. Iraq added 1,785 thousand tonnes (up 215.1 percent), Vietnam added 911 thousand tonnes (up 44.2 percent), Indonesia added 819 thousand tonnes (up 11.6 percent), Guatemala added 680 thousand tonnes (up 83.4 percent) and China added 678 thousand tonnes (up 5.5 percent), while India fell 3,278 thousand tonnes (down 10.4 percent), Thailand fell 755 thousand tonnes (down 16.6 percent) and Brazil fell 665 thousand tonnes (down 7.5 percent).

India's decline equals 75.2 percent of the five-year net increase in absolute terms, so the aggregate grew despite India's fall because several other reporters recorded substantial increases, led by Iraq, Vietnam, Indonesia and Guatemala. Iraq's increase from 830 to 2,615 thousand tonnes is the largest proportional gain among the major increases highlighted here and the largest absolute increase among the reporters listed in this comparison.

What Does the Sugar and Sweeteners Food Supply Measure?

In the FAO Food Balances, the numbers in this article come from the Sugar and Sweeteners item measured under the Food element, which records food available for human consumption during the reference year. A combined item of this kind cannot be read as an estimate of what people actually ate. Refined sugar, non-centrifugal sugar and the other sweeteners summed here sit together in one total, while the raw sugar crops appear under a separate item and article.

The per-capita measure converts the reported food supply into kilograms available per person during the year. It provides a population-adjusted view of the same item, so countries with very different population sizes can be compared on a per-person basis.

Sugar and Sweeteners Consumption by Country: Quick Answer

In 2023, according to FAO Food Balances, India had the largest listed sugar and sweeteners food supply among the 176 reporters with reported values, at 28,229 thousand tonnes. The United States ranked second at 21,624 thousand tonnes, while China ranked third at 13,083 thousand tonnes. Luxembourg had the highest per-capita sugar and sweeteners food supply at 178.82 kilograms per person per year. These FAO Food Balances figures represent food available for human consumption, not a direct measurement of sugar and sweeteners actually eaten.

Methodology

Percentage changes use the corresponding value in the earlier year as the base. Yearly totals use FAO Food Balances food quantity (Element 5142, thousand tonnes), while the per-capita figures use food supply quantity (Element 645, kg/capita/year) for Sugar and Sweeteners from 2019 through 2023. The Food element represents the quantity available for human consumption during the reference period. It is not a direct measure of the amount actually eaten, because food available for human consumption is not the same as actual dietary intake. No percentage change is shown where the base-year value is zero.

The reporter universe for this item contains 177 reporters. The tables list reporters only; aggregate rows such as World, regions and China (aggregate) are excluded, while China figures refer to the China reporter. For year-to-year comparisons, only reporters with values in both endpoint years are included in the arithmetic. A zero indicates a displayed value of zero, while an empty cell indicates that no value is available for that reporter and year.

Quantities are shown in thousand tonnes as reported, without additional rounding. The FAO dataset reports the Food element in thousand tonnes and food supply quantity in kilograms per capita per year. The listed total of 203,445 thousand tonnes is the sum of the 176 reporters with a reported 2023 value; it excludes aggregate rows and reporters without a 2023 value. This article covers the sugar and sweeteners aggregate; sugar crops and the individual sweetener items are treated in separate articles.

Frequently Asked Questions

Why did India's sugar and sweeteners supply fall 10.4 percent over five years?

The FAO Food Balances data show India at 31,507 thousand tonnes in 2019 and 28,229 thousand tonnes in 2023. The 3,278-thousand-tonne decrease was a 10.4 percent decline over the span. The dataset alone does not establish the cause of the change.

Why did Iraq's sugar and sweeteners supply rise 215.1 percent?

Iraq's listed supply rose from 830 thousand tonnes in 2019 to 2,615 thousand tonnes in 2023, an increase of 1,785 thousand tonnes or 215.1 percent. The Food Balances figures show the size of the increase, but they do not identify what caused it.

Is the food supply of sugar and sweeteners the same as sugar eaten?

No. The FAO Food element measures the quantity available for human consumption in the food balance. It does not directly measure how much people actually ate, because food can be lost or wasted after it becomes available to consumers.
