Unemployment Rate by Country

The unemployment rate measures the share of the labor force that is without work but available for and seeking employment, expressed as a percentage. It is a key indicator of labor market conditions and is closely linked to economic performance, job creation, and the structure of the workforce. Higher rates generally indicate weaker labor markets. The statistics are based on modeled ILO estimates from the World Bank World Development Indicators dataset. The dataset covers 185 countries and territories, with observations from 2020 to 2025.

Countries With the Highest Unemployment Rate in 2025

Eswatini recorded the highest unemployment rate in 2025 at 34.2 percent. South Africa ranked second with 32.4 percent, followed by Djibouti (26.0 percent), Botswana (24.5 percent), and Gabon (20.2 percent). Congo (19.9 percent), Namibia (19.3 percent), Somalia (18.9 percent), Libya (18.8 percent), and Saint Vincent and the Grenadines (18.0 percent) complete the top ten.

High unemployment rates are particularly common in parts of Africa, especially in southern Africa. Among the 180 countries and territories with 2025 data, 5 record an unemployment rate of 20 percent or more, and 35 record a rate of 10 percent or more. At the other end of the ranking, Qatar records the lowest unemployment rate at 0.1 percent, followed by Cambodia (0.3 percent), Niger (0.4 percent), and Thailand (0.8 percent).

Among selected major economies, Spain records the highest unemployment rate at 10.4 percent, above France (7.5 percent), Canada (6.9 percent), and Italy (6.4 percent). Japan (2.5 percent) and South Korea (2.7 percent) record the lowest rates among major economies, while Germany records 3.7 percent, the United States 4.2 percent, China 4.6 percent, and India 4.2 percent.

Unemployment Rate Around the World

In Europe, Spain (10.4 percent) records the highest rate, followed by Finland (9.5 percent), Sweden (8.7 percent), Greece (8.5 percent), and Türkiye (8.5 percent). The lowest rates in the region are recorded in Russia (2.1 percent), the Czech Republic (2.8 percent), Malta (2.9 percent), Poland (3.0 percent), and Slovenia (3.2 percent).

In Asia, Cambodia (0.3 percent), Thailand (0.8 percent), Vietnam (1.5 percent), and the Philippines (2.2 percent) record the lowest rates, while Nepal records the highest at 10.5 percent. Japan (2.5 percent) and South Korea (2.7 percent) record very low rates among the region's major economies.

In the Americas, Saint Vincent and the Grenadines (18.0 percent) records the highest rate, followed by Chile (9.0 percent), Panama (8.4 percent), and Colombia (8.3 percent). Canada (6.9 percent) records a higher rate than the United States (4.2 percent), while Mexico records one of the lowest rates at 2.7 percent.

In Africa, unemployment rates are the highest in the world in southern Africa: Eswatini (34.2 percent), South Africa (32.4 percent), Botswana (24.5 percent), and Namibia (19.3 percent) all record rates above 19 percent, while Niger (0.4 percent), Burundi (0.9 percent), and Chad (1.1 percent) record some of the lowest rates in Africa.

In the Middle East and North Africa, Qatar (0.1 percent) and Bahrain (1.1 percent) record the lowest rates in the region, while Yemen (17.3 percent), Jordan (16.5 percent), Iraq (15.5 percent), and Tunisia (15.1 percent) record the highest rates, reflecting differences in labor-market conditions and workforce structure.

Largest Changes in Unemployment Rate, 2020–2025

Saint Lucia recorded the largest decline in the unemployment rate between 2020 and 2025, falling from 25.2 percent to 9.5 percent, down 15.7 percentage points. Costa Rica recorded the second largest decline (16.4 to 6.8 percent, down 9.6 points), followed by Brazil (13.7 to 6.0 percent, down 7.7 points) and Colombia (16.0 to 8.3 percent, down 7.7 points). Greece also recorded a large decline, from 15.9 percent to 8.5 percent, down 7.4 percentage points.

Botswana recorded the largest increase, rising from 21.0 percent to 24.5 percent, up 3.5 percentage points, followed by South Africa (29.2 to 32.4 percent, up 3.2 points), Afghanistan (11.7 to 13.4 percent, up 1.7 points), and Finland (7.8 to 9.5 percent, up 1.7 points).

Methodology

The statistics are based on modeled ILO estimates from the World Bank World Development Indicators dataset, indicator SL.UEM.TOTL.ZS (Unemployment, total, percent of total labor force, modeled ILO estimate). The main comparison uses 2025 data where available, covering 180 of the 185 countries and territories in the dataset. For countries without a 2025 observation, the latest available year is noted where relevant, but earlier years are not substituted for missing 2025 values in the ranking. Values are expressed as a percentage of the total labor force. Missing observations are treated as missing, not as zero.
