The 2023 table is led by India at 85,868,468 tonnes, with China second at 77,856,880 and Pakistan third at 24,182,909. The United States and Russia complete the top five at 19,168,318 and 15,343,591 tonnes, respectively.

India holds 21.1 percent of the 406,206,251-tonne listed total. The top three reporters accounted for 46.3 percent of the listed total, while the top five represented 54.8 percent and the top ten 66.9 percent. China leads the broader wheat-products category, but India has the largest listed wheat flour food supply.

China Adds 2,328,672 Tonnes as Supply Grows 1.1 Percent Between 2022 and 2023

Among the 176 reporters with data in both 2022 and 2023, the listed food supply increased from 401,642,927 tonnes to 406,206,251 tonnes, a gain of 4,563,324 tonnes (1.1 percent). The 2022 and 2023 listed totals come from the same 176 reporters, with no reporter entering or leaving the comparison. China added 2,328,672 tonnes (up 3.1 percent), India added 1,549,685 tonnes (up 1.8 percent), Iraq added 831,486 tonnes (up 26.1 percent) and Pakistan added 373,696 tonnes (up 1.6 percent), while Yemen fell 680,967 tonnes (down 23.3 percent), Bangladesh fell 650,227 tonnes (down 28.9 percent), the United States fell 463,129 tonnes (down 2.4 percent) and Indonesia fell 444,111 tonnes (down 7.0 percent).

India added 11,073,087 tonnes (up 14.8 percent), China added 3,042,107 tonnes (up 4.1 percent), Pakistan added 2,020,201 tonnes (up 9.1 percent), Iran added 867,842 tonnes (up 8.4 percent), Ethiopia added 824,104 tonnes (up 14.4 percent), Egypt added 693,214 tonnes (up 5.8 percent), Syria added 635,936 tonnes (up 29.6 percent) and the Philippines added 605,346 tonnes (up 20.3 percent).

India contributes 53.7 percent of the five-year net increase, followed by China at 14.8 percent and Pakistan at 9.8 percent. Per capita, Serbia's 472.80 grams per person per day lead Tunisia at 409.31 grams, while India, first by total, records 163.59 grams.

For FAO Supply Utilization Accounts, the figure used here is the FAO item Wheat and meslin flour recorded as food available for human consumption. It represents food available for human consumption during the reference year rather than a direct estimate of the amount of wheat flour people actually ate. Bread, pasta and other wheat products recorded under separate items sit outside this figure, which is why this ranking differs from the wheat-products table.

The per-capita figure expresses the same food supply on a population basis, in grams per person per day. A country's total quantity and per-capita value therefore answer different questions: total quantity shows the size of the listed food supply, while the per-capita measure adjusts it for population.

Wheat Flour Consumption by Country: Quick Answer

In 2023, FAO Supply Utilization Accounts recorded 406,206,251 tonnes of listed wheat flour food supply across 176 reporters with reported values. India had the largest total at 85,868,468 tonnes, followed by China at 77,856,880 and Pakistan at 24,182,909 tonnes. Serbia had the highest per-capita wheat flour food supply at 472.80 grams per person per day. These figures represent food available for human consumption, not a direct measurement of wheat flour actually eaten.

Methodology

Percentage changes use the corresponding value in the earlier year as the base. Yearly totals use FAO Supply Utilization Accounts food supply quantity (Element 5141, tonnes), while the per-capita figures use food supply quantity (Element 665, g/capita/day) for Wheat and meslin flour from 2019 through 2023. The food supply quantity measure represents the quantity available for human consumption during the reference period. It is not a direct measure of the amount actually eaten, because food available for human consumption is not the same as actual dietary intake. No percentage change is shown where the base-year value is zero.

The reporter universe for this item contains 177 reporters. The tables list reporters only; aggregate rows such as World and regions are excluded. For year-to-year comparisons, only reporters with values in both endpoint years are included in the arithmetic. A zero indicates a displayed value of zero, while an empty cell indicates that no value is available for that reporter and year.
