Saturation effects were applied to countries with very high literacy rates (above 90%), recognizing that reaching near-universal literacy becomes increasingly difficult as rates approach 100%. Countries with limited recent data were evaluated using regional benchmarks and comparable country analysis. For instance, countries in the Nordic region with older data were assessed against current Nordic literacy levels, while African countries were compared with regional peers at similar development stages.
