Coal Consumption by Country

Coal consumption by country measures the amount of coal consumed in each country, measured in million metric tons (Mmt) per year. The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. The table covers 137 countries with a reported 2024 value and includes data from 2019 to 2024. The world total stood at 8,816.0 Mmt in 2024, up from 8,608.4 Mmt in 2023.

Analysis: China alone accounted for about 56 percent of the world total in 2024, and China and India together for about 70 percent. The top three accounted for about 74 percent, the top five for about 81 percent, and the top ten for about 89 percent. China's coal consumption was about 4.0 times that of India, the second-largest consumer — a gap that explains much of the global structure.

Who Leads Coal Consumption?

Data: China (4,947.3 Mmt) was the largest consumer in 2024, ahead of India (1,243.9 Mmt). The next largest were the United States (372.8 Mmt), Indonesia (296.5 Mmt), Russia (270.3 Mmt), Japan (167.9 Mmt) and South Africa (167.2 Mmt). Analysis: The five largest consumers — China, India, the United States, Indonesia and Russia — accounted for about 81 percent of the reported world total. This concentration means that changes in a small number of major consumers have a large effect on the global total.

Where Coal Is Concentrated

The ten largest consumers accounted for about 89 percent of the reported world total in 2024. In Asia, China and India dominate consumption, followed by countries such as Indonesia, Japan and South Korea. In Europe, Russia and Germany were among the largest consumers, while the United States was the largest consumer in North America. Coal remains a major fuel for power generation and industry, so consumption is concentrated in economies with large electricity, industrial and steel sectors.

What Changed Most Recently? (2023-2024)

Analysis: China saw the largest increase, rising from 4,757.0 to 4,947.3 Mmt (up 190.3 Mmt, about 4.0 percent). India (+36.672 Mmt) and Russia (+27.626 Mmt) also recorded substantial increases. The sharpest decline among the major consumers was in the United States, where consumption fell from 386.4 to 372.8 Mmt (down 13.567 Mmt). Overall, the reported world total rose by 207.6 Mmt, or about 2.4 percent, to 8,816.0 Mmt.

How Has Coal Evolved Since 2019?

The reported world total was 7,846.6 Mmt in 2019, 8,608.4 Mmt in 2023 and 8,816.0 Mmt in 2024. For perspective, China's consumption increased from 4,085.7 to 4,947.3 Mmt, while India's rose from 971.2 to 1,243.9 Mmt. These changes show that the world's largest consumers have remained dominant while also increasing their coal use over the period.

Coal in Context

Its consumption is concentrated in a relatively small number of large economies, which means changes in these markets can strongly influence global coal demand and energy trade.

Methodology

The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. Values represent annual coal consumption in million metric tons (Mmt). Where no value is available, the cell is left empty. A value of 0 indicates that the source reports zero. The sum of the countries listed on this page may not equal the reported world total because the country-level data presented here do not necessarily represent the complete set of values used for the world total. This page covers coal consumption only and does not include other coal types, which are reported separately in the source.

Frequently Asked Questions

What is the difference between coal production and coal consumption?

Production measures how much coal was mined in a country, while consumption measures how much was actually burned domestically. A country can consume more than it produces by importing coal, or consume less by exporting.

Why does consumption sometimes exceed production in large producers?

Even major producers like China and India may import specific coal types for coastal power plants, while exporting other grades, so consumption and production geographies differ.

Why do some countries show zero coal consumption?

A zero indicates reported zero consumption — no coal was burned for energy or industry that year — while an empty cell indicates no reported value.

Data Disclaimer: Projected data (future years) are estimates based on mathematical models. Actual values may differ. Learn about our methodology →
