Female Population by Country
In 2025, women made up 49.73% of the global population — a figure that has remained remarkably stable for decades. But behind this global average lie striking differences between countries. The share of women in a population varies from as high as 55% in some places to below 29% in others, shaped by labor migration, life expectancy, conflict, and cultural norms. World Bank data covering 215 countries and territories from 2020 to 2025 shows that most countries changed by less than half a percentage point over this six-year period. But a handful shifted more noticeably, reflecting demographic transitions, wars, and economic shifts.
Where Women Outnumber Men
In Hong Kong, women account for 54.99% of the population — the highest share of any country or territory. The gap reflects a combination of longer female life expectancy and the migration of male workers to mainland China. Close behind are Moldova (54.01%) and Macau (53.97%). Eastern Europe and the former Soviet Union dominate the upper end of the list. Russia (53.63%), Latvia (53.59%), Armenia (53.59%), Ukraine (53.47%), and Belarus (53.41%) all have notably higher female populations. This pattern is largely explained by lower male life expectancy — heart disease, alcohol-related deaths, and other causes reduce the male population disproportionately in these regions. In Russia, for example, the male-female gap widens significantly after age 60.
Note: Hong Kong's 54.99% is unusually high for a peacetime population. In human demographics, a population with more than 55% women is rare outside of post-war periods.

The Gulf Paradox: Low Female Percentages
At the opposite end of the spectrum are the Gulf countries. Qatar has the world's lowest female population share at just 28.91%. The United Arab Emirates (36.23%), Oman (37.59%), Bahrain (37.96%), and Kuwait (38.93%) follow closely. These numbers are not a reflection of birth ratios. They are the result of large-scale male migrant labor. In Qatar and the UAE, millions of male workers from South Asia and other regions arrive on temporary contracts to work in construction, oil, and services — without bringing their families. This creates a demographic imbalance that is structural rather than biological. Saudi Arabia has seen a gradual increase, from 39.11% in 2020 to 39.57% in 2025, as economic reforms under Vision 2030 have opened more sectors to women and altered migration patterns.
Migration Channels and Demographic Effects
The female population percentages of several countries are directly shaped by who crosses their borders. In the Maldives (38.29%), male migrant workers in tourism create a similar imbalance to the Gulf states. In Bhutan (46.59%), male-skewed labor migration to India and other countries lowered the female share. On the other side, Nepal has seen one of the largest increases over the six-year period, rising from 51.87% in 2020 to 52.29% in 2025. This reflects male labor outmigration — many Nepalese men work abroad, leaving a higher proportion of women in the resident population.

Slow Change, But Change Nonetheless
Between 2020 and 2025, most countries moved very little. The global average shifted by only 0.02 percentage points. But individual countries tell specific stories: Tonga recorded the largest increase at +1.15 percentage points, followed by Qatar (+1.02%) and the US Virgin Islands (+0.99%). Qatar's increase, though small in absolute terms, is noteworthy — it suggests a gradual shift in its labor force composition or an increase in family reunification. At the other extreme, San Marino saw the largest decline (−0.61%), followed by Lithuania (−0.40%) and the British Virgin Islands (−0.33%). Lithuania's decline is likely influenced by male labor migration and a changing demographic structure in the Baltic region. What these numbers reveal is that gender balance is not static. It responds to war, economic opportunity, migration policies, and public health outcomes.
Data Notes
This dataset covers 215 countries and territories, tracking the female percentage of total population in each country annually from 2020 to 2025. Figures are drawn from the World Development Indicators (World Bank), indicator SP.POP.TOTL.FE.ZS. Values represent mid-year estimates and are rounded to two decimal places.
Frequently Asked Questions
Q: Which country has the highest percentage of women in 2025?
A: Hong Kong leads with 54.99%, followed by Moldova (54.01%) and Macau (53.97%). These high percentages result from longer female life expectancy and migration patterns that leave women as a larger share of the resident population.
Q: Why do Gulf countries like Qatar and the UAE have such low female populations?
A: The low female percentages in Qatar (28.91%), the UAE (36.23%), and similar countries are driven by large-scale male migrant labor. Millions of men from South Asia and elsewhere work in these countries on temporary contracts, often without their families, creating a demographic imbalance that is structural rather than biological.
Q: Why does Eastern Europe have more women than men?
A: Countries like Russia (53.63%), Latvia (53.59%), and Ukraine (53.47%) have higher female populations primarily due to lower male life expectancy. Higher rates of heart disease, alcohol-related deaths, and workplace accidents among men create a widening gender gap, especially after age 60.
