Petroleum and Other Liquids Consumption by Country
Petroleum and other liquids consumption by country measures petroleum and other liquids consumption in each country, in million metric tons (Mmt) per year. The figures reflect petroleum consumption as reported by the EIA rather than production. In the international data, petroleum consumption is based on product supplied for OECD countries and apparent consumption for non-OECD countries. Apparent consumption includes internal consumption, refinery fuel and loss, and bunkering, with other oil consumption such as direct use of crude oil included where applicable. The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. The table covers 205 countries and includes data from 2019 to 2024. The world total stood at 3,769.9 Mmt in 2024, up from 3,713.4 Mmt in 2023.
The map shows reported 2024 consumption. China (742.2 Mmt) stands well above every other reported consumer, followed by India (252.4 Mmt) and Russia (169.1 Mmt). Saudi Arabia (168.4 Mmt) and Brazil (151.3 Mmt) complete the top five. The United States has a reported value of only 0.244 Mmt for 2022 and no values for 2023 or 2024, so it is not ranked for 2024; empty means no reported value, not zero.
Petroleum and Other Liquids Consumption by Country
China accounted for about 20% of the reported world total in 2024 (742.2 of 3,769.9 Mmt). China and India together accounted for about 26%. The top three held about 31%, the top five about 39%, and the top ten about 54%. China's consumption was about 2.9 times India's, the second-largest reported consumer. Petroleum consumption is spread across many large consumers, rather than being dominated by a single country.
Who leads petroleum consumption?
China led reported 2024 consumption at 742.2 Mmt, ahead of India at 252.4 Mmt. Russia (169.1 Mmt), Saudi Arabia (168.4 Mmt) and Brazil (151.3 Mmt) followed, with Japan (143.2 Mmt), South Korea (113.4 Mmt) and Canada (108.5 Mmt) next. The top five together were 1,483.5 Mmt, about 39% of the world total, leaving about 61% to the other 200 listed countries. This matters because a move in China alone can shift the world total, but no single country decides it on its own.
Where consumption is concentrated
Asia includes three of the top six reported consumers: China, India and Japan, while the Middle East holds two of the top ten (Saudi Arabia, Iran where reported). Russia spans Europe and Asia and is reported separately in the source geography. North America's largest reported 2024 consumer is Canada (108.5 Mmt), since the United States has no 2024 value in this file. South America's largest is Brazil (151.3 Mmt). The top ten together were about 54% of the world total, so nearly half of reported consumption sits outside the top ten.
What changed from 2023 to 2024?
China recorded the largest reported increase, rising from 727.0 to 742.2 Mmt (+15.21 Mmt, about 2.1%). Brazil rose from 146.2 to 151.3 Mmt (+5.15 Mmt). Japan recorded the largest reported decline, falling from 149.2 to 143.2 Mmt (-5.98 Mmt, about 4.0%). The world total rose from 3,713.4 to 3,769.9 Mmt (+56.5 Mmt, about 1.5%). China's increase alone accounted for about 27% of the world increase, with the rest spread across many smaller movers.
How has consumption evolved since 2019?
Reported world values are 4,543.8 Mmt in 2019, 4,369.6 Mmt in 2020, 3,861.8 Mmt in 2021, 3,639.8 Mmt in 2022, 3,713.4 Mmt in 2023 and 3,769.9 Mmt in 2024. China reported 639.5 Mmt in 2019 and 742.2 Mmt in 2024. India rose from 226.9 Mmt to 252.4 Mmt over the same span. The figures show how consumption changed over time but do not explain the causes of those changes.
Petroleum in context
Petroleum consumption here is represented by product supplied for OECD countries and apparent consumption for non-OECD countries, rather than refinery output or crude oil production. That is why bunkering and refinery fuel and loss are inside the number while crude production is a different series reported separately in the source. Because petroleum is used across many sectors and applications, the ranking includes a broader mix of demand than more narrowly defined fuel categories. Reading the table with that lens explains why even a large mover like Japan (-5.98 Mmt) barely shifts the world total.

Methodology
The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. Values represent annual petroleum and other liquids consumption in million metric tons (Mmt). Petroleum consumption is based on product supplied for OECD countries and apparent consumption for non-OECD countries. Where no value is available, the cell is left empty. A value of 0 indicates that the source reports zero. The sum of the countries listed on this page may not equal the reported world total because the country-level data presented here do not necessarily represent the complete set of values used for the world total. This page covers petroleum and other liquids consumption only.
Frequently Asked Questions
What does petroleum consumption actually include here?
It covers petroleum consumption as reported by the EIA. Depending on the country, the measure is based on product supplied or apparent consumption and can include internal consumption, refinery fuel and loss, bunkering, and other oil consumption such as direct use of crude oil.
Why can two series show the same world total?
In this export, INTL.5-2 and INTL.54-2 report identical country-year values for 2019-2024.
How should empty cells be read?
Empty (--,-,NA,W,(s),ie,*,se,st,blank) means no reported value. It is different from 0, which means the source reports zero.
Why do rankings move between years?
Rankings can change as reported consumption changes from year to year. This page reports the recorded movement rather than assigning a specific cause to each country's change.
Data Disclaimer: Projected data (future years) are estimates based on mathematical models. Actual values may differ. Learn about our methodology →
