Population Over 65 by Country

Population ages 65 and above measures the share of a country's population that is aged 65 years or older, expressed as a percentage of the total population. It is one of the most widely used indicators of population aging and reflects the combined effects of declining fertility and rising life expectancy. A higher share generally reflects an aging population and may increase demand for pensions, healthcare, and long-term care services. The dataset covers 214 countries and territories with values from 2020 to 2025.

Monaco recorded the highest share of population aged 65 and above in 2025 at 36.0 percent, the only country above 30 percent besides Japan. Japan ranked second with 30.0 percent, ahead of Puerto Rico (25.3 percent) and Italy (25.1 percent). Portugal (24.9 percent), Greece (24.4 percent), Finland (24.2 percent), Germany (23.7 percent), Hong Kong (23.7 percent), and Croatia (23.6 percent) complete the top ten.

Among the 214 countries with 2025 data, 37 record a share of 20 percent or more, and 20 record a share of 22 percent or more. Europe contains many of the world's oldest populations: Italy (25.1 percent), Portugal (24.9 percent), Greece (24.4 percent), and Finland (24.2 percent) all sit above 24 percent, while Japan remains the most aged major economy in Asia at 30.0 percent, followed by Hong Kong (23.7 percent) and South Korea (20.3 percent).

Among the major economies, Japan has the highest share at 30.0 percent. Germany (23.7 percent), France (22.5 percent), and Italy (25.1 percent) also have relatively old populations, while the United States records 18.4 percent, China 14.9 percent, and India 7.4 percent.

Population Over 65 Around the World

In Europe, the highest shares are recorded in Southern and Eastern Europe, with Italy (25.1 percent), Portugal (24.9 percent), Greece (24.4 percent), and Croatia (23.6 percent) among the leaders. Bulgaria (22.2 percent), Latvia (22.2 percent), and Estonia (21.8 percent) also record shares above 21 percent, while Ireland (16.2 percent) and Russia (17.8 percent) are among the countries with the lowest shares in Europe.

In Asia, Japan (30.0 percent) leads by a wide margin, followed by Hong Kong (23.7 percent), South Korea (20.3 percent), Thailand (16.0 percent), and Macau (15.1 percent). China records 14.9 percent, Singapore 14.2 percent, and Sri Lanka 12.5 percent, while Pakistan (4.4 percent), Bangladesh (6.7 percent), and India (7.4 percent) record the lowest shares in the region. Australia records 18.1 percent.

In the Americas, Puerto Rico (25.3 percent) leads, followed by Canada (20.3 percent) and the United States (18.4 percent). Cuba (17.0 percent), Uruguay (16.3 percent), and Chile (14.6 percent) record the highest shares in Latin America, while Guatemala (5.0 percent) and Honduras (4.5 percent) record the lowest. In Africa, every country records a share below 10 percent in 2025; Tunisia (9.9 percent) and Morocco (8.5 percent) are the highest, while Zambia, Chad, the Central African Republic, and Uganda all record 2.2 percent or less.

In the Middle East, the lowest shares in the dataset are recorded, reflecting very young populations and large migrant workforces. Qatar records the lowest share of any country at 1.7 percent in 2025, followed by the United Arab Emirates (1.8 percent), Oman (2.7 percent), Saudi Arabia (3.1 percent), and Kuwait (3.2 percent). Israel (12.7 percent) and Lebanon (10.4 percent) record the highest shares in the region.

Largest Increases in Population Over 65, 2020–2025

Hong Kong recorded the largest increase in its share of population aged 65 and above between 2020 and 2025, rising from 18.8 percent to 23.7 percent, an increase of 4.9 percentage points. South Korea recorded the second largest increase among major economies, from 15.8 percent to 20.3 percent, plus 4.5 points, ahead of San Marino (19.9 to 23.1 percent, plus 3.2 points) and Thailand (12.9 to 16.0 percent, plus 3.1 points).

The increases reflect the rapid pace of population aging in East Asia. Japan, the most aged major economy, rose from 28.9 percent in 2020 to 30.0 percent in 2025, while China increased from 12.6 percent to 14.9 percent over the same period, adding 2.3 percentage points as its population ages at an accelerating rate.

Methodology

The statistics are based on the World Bank World Development Indicators dataset, indicator SP.POP.65UP.TO.ZS (Population ages 65 and above, percent of total population). The main comparison uses 2025 data where available, covering 214 of the 214 countries and territories in our dataset. For countries without a 2025 observation, the latest available year is noted where relevant, but earlier years are not substituted for missing 2025 values in the ranking. Values are expressed as a percentage of total population. Missing observations are treated as missing, not as zero.
