Working-Age Population by Country

Working-age population measures the share of a country's population aged 15 to 64 years, expressed as a percentage of the total population. It represents the segment of the population that is generally considered to be of working age and is a key indicator of the size of a country's potential labor force relative to children and older adults. A higher share generally indicates a larger potential workforce. The dataset covers 214 countries and territories with values from 2020 to 2025.

Qatar recorded the highest share of working-age population in 2025 at 83.3 percent, reflecting its large migrant workforce. The United Arab Emirates ranked second with 82.2 percent, followed by Kuwait (78.9 percent), Bahrain (77.6 percent), and the Maldives (76.0 percent). Singapore (74.1 percent), Saudi Arabia (73.3 percent), Jamaica (73.1 percent), Bhutan (73.0 percent), and Oman (73.0 percent) complete the top ten.

Most of the countries with the highest shares are located in the Gulf region and have large migrant workforces. Among the 214 countries with 2025 data, 23 record a working-age share of 70 percent or more. At the other end of the ranking, the Central African Republic records the lowest share at 49.1 percent, followed by Monaco (50.2 percent) and Somalia (50.8 percent), where children make up nearly half of the population.

Among the world's major economies, China (69.7 percent) and South Korea (69.5 percent) record the highest working-age shares, followed by Brazil (69.1 percent), India (68.4 percent), and the United States (64.5 percent). Japan records the lowest share among major economies at 58.8 percent, reflecting its very old population, while Italy (63.2 percent), Germany (62.4 percent), and France (61.2 percent) also record shares below the world average.

Working-Age Population Around the World

In the Middle East, the highest shares in the dataset are recorded, driven by migrant workforces: Qatar (83.3 percent), the United Arab Emirates (82.2 percent), Kuwait (78.9 percent), and Bahrain (77.6 percent) all exceed 77 percent, while Yemen (56.4 percent) and Palestine (58.6 percent) record the lowest shares in the region.

In Asia, Singapore (74.1 percent), Malaysia (70.7 percent), Macau (71.2 percent), and Thailand (69.6 percent) record the highest shares, with China (69.7 percent) close behind. Japan (58.8 percent) and Afghanistan (55.0 percent) record the lowest in the region for very different reasons: Japan's population is very old, while Afghanistan's is very young. Australia (64.2 percent) and New Zealand (64.5 percent) record shares near the world average.

In Europe, Türkiye (68.4 percent) and Ukraine (67.3 percent) record the highest shares, while France is among the countries with the lowest working-age shares in Europe. Germany (62.4 percent), Greece (62.7 percent), and Serbia (62.7 percent) also record shares below 63 percent. In the Americas, Jamaica (73.1 percent), Colombia (69.8 percent), and Brazil (69.1 percent) record the highest shares, while the United States (64.5 percent) and Canada (64.8 percent) are near the world average and Puerto Rico (63.5 percent) records the lowest.

In Africa, working-age shares are the lowest in the world because of very young populations. The Central African Republic (49.1 percent), Somalia (50.8 percent), the DR Congo (51.0 percent), and Niger (51.2 percent) all record shares below 52 percent, while Mauritius (71.3 percent) and South Africa (67.4 percent) record the highest shares in the region.

Largest Changes in Working-Age Population Share, 2020–2025

Syria recorded the largest increase in its working-age population share between 2020 and 2025, rising from 60.9 percent to 66.7 percent, an increase of 5.8 percentage points. South Sudan recorded the second largest increase (54.9 to 58.9 percent, plus 4.0 points), followed by Kuwait (75.4 to 78.9 percent, plus 3.5 points) and Timor-Leste (58.5 to 61.7 percent, plus 3.2 points).

Hong Kong recorded the largest decline, falling from 69.9 percent to 66.0 percent, a decrease of 3.9 percentage points, followed by Saint Martin (62.5 to 59.3 percent, minus 3.2 points) and Macau (74.3 to 71.2 percent, minus 3.1 points). South Korea recorded the largest decline among major economies, from 72.1 percent in 2020 to 69.5 percent in 2025, minus 2.6 points, as its population continues to age rapidly.

Methodology

The statistics are based on the World Bank World Development Indicators dataset, indicator SP.POP.1564.TO.ZS (Population ages 15-64, percent of total population). The main comparison uses 2025 data where available, covering 214 of the 214 countries and territories in our dataset. For countries without a 2025 observation, the latest available year is noted where relevant, but earlier years are not substituted for missing 2025 values in the ranking. Values are expressed as a percentage of total population. Missing observations are treated as missing, not as zero.
