The Philippines was the largest importer in the 2024 listed data with 4,761,150 tonnes, just ahead of Indonesia with 4,519,408 tonnes. Saudi Arabia ranked third with 1,840,661 tonnes, followed by Benin (1,804,594 tonnes), Malaysia (1,694,886 tonnes), China (1,624,681 tonnes), Ivory Coast (1,614,966 tonnes), the United States (1,433,792 tonnes), Senegal (1,387,022 tonnes) and South Africa (1,348,817 tonnes). On import value the order at the top reverses: Indonesia leads at 2,710,257,000 US dollars, ahead of the Philippines (2,518,914,000) and Saudi Arabia (2,012,583,000).

Quantity leadership and value leadership point in opposite directions here: the Philippines holds 12.4 percent of listed quantity against Indonesia's 11.8 percent, while Indonesia's reported trade value per tonne (about 600 dollars) exceeds the Philippines' (about 529 dollars). The top three together account for 29.0 percent of the listed total, the top five 38.1 percent and the top ten 57.4 percent, leaving more than two-fifths of listed trade outside the top ten.

West African buyers form a visible group: Benin, Ivory Coast, Senegal, Burkina Faso (855,700 tonnes) and Niger (444,465 tonnes) together imported 6,106,747 tonnes, or 15.9 percent of the listed total. Southeast and East Asia buy at larger scale through the Philippines, Indonesia, Malaysia and China. In the Americas, the United States, Brazil (1,030,233 tonnes) and Mexico (835,144 tonnes) lead; Türkiye took 335,328 tonnes.

Rice, Paddy (Rice Milled Equivalent) Import Moves Between 2023 and 2024

Between 2023 and 2024, the common reporter universe (115 countries with data in both years) rose from 33,532,298 tonnes to 38,123,242 tonnes, a change of 4,590,944 tonnes (13.7 percent). The totals listed for each year were 41,749,134 tonnes (152 reporters) and 38,400,388 tonnes (117 reporters); 37 countries reporting in 2023 (about 8.2 million tonnes combined) did not report in 2024, which is why the headline totals fall while continuing reporters grew. The Philippines added 1,709,008 tonnes (up 56.0 percent), Indonesia 1,456,555 tonnes (up 47.6 percent) and Saudi Arabia 645,199 tonnes (up 54.0 percent). China recorded the steepest absolute retreat, down 972,080 tonnes (down 37.4 percent), followed by Canada with 410,058 tonnes (down 46.1 percent) and Türkiye with 360,173 tonnes (down 51.8 percent). Tanzania fell from 139,483 tonnes to 866.45 tonnes (down 99.4 percent), a reported near-zero flow rather than a reporting gap.

Between 2020 and 2024, the common reporter universe (116 countries with data in both years) rose from 28,903,339 tonnes to 38,389,607 tonnes, a change of 9,486,268 tonnes (32.8 percent). The totals listed for each year were 39,254,851 tonnes (158 reporters) and 38,400,388 tonnes (117 reporters); 42 countries reporting in 2020 (about 10.4 million tonnes combined) did not report in 2024. Indonesia added 4,163,131 tonnes (from 356,277 to 4,519,408 tonnes, up 1,168.5 percent) from a modest base, followed by the Philippines with 2,853,536 tonnes (up 149.6 percent) and Benin with 928,632 tonnes (up 106.0 percent). China fell 1,276,823 tonnes (down 44.0 percent), the largest absolute retreat over the period.

Methodology

Yearly reporter totals in this table sum FAO Detailed Trade Matrix bilateral flows for item Rice, paddy (rice milled equivalent), import quantity and import value, 2020-2024. Displayed quantities keep two decimals below 1,000 tonnes and whole tonnes above; values are full current US dollars, unadjusted for inflation. The ranking and all shares rest on 2024 listed quantities. For rice, paddy (rice milled equivalent) imports, a zero is a reported nil or negligible flow, whereas an empty cell means no quantity was reported. Change calculations admit only countries reporting quantities in both compared years, while entering and exiting reporters are quantified on their own lines. Partner-sourced gap filling and food-aid additions may apply, and bilateral pairs are not fully reconciled, so an export record and its mirror import can disagree.
