Government Spending by Country (Current US$)

General government final consumption expenditure, commonly referred to as government spending, measures the value of goods and services purchased and used by the government for current needs, expressed in current US dollars. It covers spending on public administration, defense, education, health, and other services provided by the government. The dataset covers 177 countries and territories with values from 2020 to 2025. Government spending can change substantially from year to year, reflecting changes in public budgets, economic conditions, and the overall size of the economy.

Countries With the Largest Government Spending in 2025

Germany recorded the largest government final consumption expenditure in 2025 at 1,137.2 billion US dollars. The United Kingdom ranked second with 849.6 billion, followed by France with 820.1 billion, Canada with 508.2 billion, and Russia with 489.2 billion. Italy (465.7 billion), Brazil (436.2 billion), India (426.0 billion), Australia (416.3 billion), and Spain (366.1 billion) complete the top ten.

The ten largest spenders account for 55.1 percent of total government spending recorded across the 132 countries with 2025 data, while the top three alone represent 26.2 percent of the total. Germany alone accounts for 10.6 percent of the total. The Netherlands (344.8 billion), South Korea (330.4 billion), Saudi Arabia (263.2 billion), Türkiye (221.4 billion), Poland (220.7 billion), and Mexico (216.1 billion) also record spending above 200 billion dollars.

The United States, China, and Japan, which recorded government spending of 3,991.8 billion (in 2024), 3,129.4 billion (in 2024), and 844.1 billion (in 2024) respectively, do not have 2025 figures in this dataset and are therefore not included in the 2025 ranking.

Government Spending Around the World

In Europe, Germany, the United Kingdom, France, and Italy lead, with each recording government spending above 460 billion dollars in 2025. Russia (489.2 billion) and Spain (366.1 billion) are also among the largest, while the Netherlands (344.8 billion), Poland (220.7 billion), Sweden (176.8 billion), and Belgium (173.8 billion) record spending above 170 billion. Switzerland (125.7 billion) and Norway (119.8 billion) record spending above 100 billion.

In Asia, India (426.0 billion) and South Korea (330.4 billion) lead, while Japan does not provide a 2025 figure. Saudi Arabia (263.2 billion) is the largest in the Middle East, ahead of Israel (152.5 billion). On the borders of Europe and Asia, Türkiye records spending of 221.4 billion. In the Americas, Canada (508.2 billion) and Brazil (436.2 billion) lead, followed by Mexico (216.1 billion) and Argentina (102.0 billion).

In Africa, South Africa records the largest figure among countries with 2025 data at 80.7 billion, ahead of Algeria (52.5 billion), Morocco (32.9 billion), Egypt (19.9 billion), and Libya (15.5 billion).

Largest Increases in Government Spending, 2020–2025

Germany recorded the largest absolute increase in government spending between 2020 and 2025, with spending rising from 878.4 billion to 1,137.2 billion US dollars, an increase of 258.8 billion. The United Kingdom recorded the second largest increase at 241.6 billion (from 608.0 billion, plus 40 percent), followed by Russia (298.2 to 489.2 billion, plus 64 percent), France (671.0 to 820.1 billion, plus 22 percent), and Brazil (297.2 to 436.2 billion, plus 47 percent).

In relative terms, Ukraine recorded the largest increase, with government spending rising from 30.2 billion in 2020 to 83.4 billion in 2025, an increase of 176 percent. Uzbekistan followed with an increase of 129 percent (10.2 to 23.4 billion), ahead of Türkiye (110.3 to 221.4 billion, plus 101 percent), Bulgaria (13.6 to 27.2 billion, plus 100 percent), and Poland (114.1 to 220.7 billion, plus 93 percent). Among others, DR Congo (7.8 to 14.5 billion, plus 87 percent) and Croatia (14.4 to 25.5 billion, plus 77 percent) also recorded increases above 75 percent.

Largest Decreases in Government Spending, 2020–2025

Among countries with no 2025 observation, Japan recorded the largest decline in the dataset over the available years, with spending falling from 1,060.5 billion in 2020 to 844.1 billion in 2024 (minus 216.4 billion, or 20 percent). Among countries with complete 2020–2025 data, Egypt recorded the largest absolute decline, with spending falling from 28.9 billion in 2020 to 19.9 billion in 2025 (minus 9.0 billion, or 31 percent). Libya's spending fell from 22.6 billion to 15.5 billion over the same period (minus 7.1 billion, or 31 percent).

In relative terms, Libya and Egypt recorded the largest proportional declines between 2020 and 2025, both at 31 percent, ahead of Palestine (3.6 to 2.9 billion, minus 20 percent), Ethiopia (9.0 to 7.4 billion, minus 18 percent), and Sri Lanka (8.8 to 7.3 billion, minus 16 percent).

Methodology

The statistics are based on the World Bank World Development Indicators dataset, indicator NE.CON.GOVT.CD (General government final consumption expenditure, current US$). The main comparison uses 2025 data where available, covering 132 of the 177 countries and territories in our dataset. For countries without a 2025 observation, the latest available year is noted where relevant, but earlier years are not substituted for missing 2025 values in the ranking. Values are expressed in current US dollars and are not adjusted for inflation. Missing observations are treated as missing, not as zero.
