Wine Consumption by Country
In 2023, France held 3,039 thousand tonnes of listed wine food supply, 125 thousand tonnes ahead of the United States. Yet France is one of the few reporters still growing: it added 194 thousand tonnes on the year and 446 since 2019 while China, the fourth reporter, fell 670 thousand tonnes over the same span. Luxembourg recorded the highest per-capita figure at 75.93 kilograms per person per year. The series spans 2019 through 2023, although some reporters have missing values for individual years.
Two races run side by side here. France and the United States sit 125 thousand tonnes apart at the top, while Luxembourg's 75.93 kilograms per person per year tower over Portugal's 53.46 from eleven times the total. Volume and per-capita crown different ends of the same table. The headline is a duel: France at 3,039 thousand tonnes against the United States at 2,914, with Italy watching from 2,243. Behind them China tells the opposite story in the two windows, down 409 thousand tonnes on the year and 670 since 2019, while France grew in both. Luxembourg stands apart per capita at 75.93 kilograms, ahead of Portugal at 53.46. What falls in one window does not always fall in the other. The short window belongs to China, Australia and Spain on the downside and Belgium on the upside at plus 106.2 percent. The long window belongs to China on the downside and France, up 446 thousand tonnes, on the upside. These figures represent food available for human consumption in the FAO Food Balances and should not be interpreted as the amount of wine actually drunk. France owns the top row at 3,039 thousand tonnes, but the more interesting fact is how crowded it is behind: the United States at 2,914, Italy at 2,243, China at 2,006 and Germany at 1,464. Five reporters, each above a thousand tonnes, separated by steps small enough that one strong year swings the order. France holds just 13.4 percent of the 22,733-thousand-tonne listed total, The top three reporters accounted for 36.1 percent of the listed total, while the top five represented 51.3 percent and the top ten 70.1 percent. Among the 170 reporters present in both 2022 and 2023, listed supply fell from 23,967 thousand tonnes to 22,733 thousand tonnes, a decline of 1,234 thousand tonnes (5.1 percent), with no reporter entering or leaving the comparison. Six reporters did nearly all of the falling: China down 409 thousand tonnes (16.9 percent), Australia down 317 (44.2 percent), Spain down 229, Argentina down 204, Italy down 188 and the United States down 135, while only Belgium (up 290 thousand tonnes, 106.2 percent) and France (up 194) pushed the other way. For the 169 reporters with data in both 2019 and 2023, the listed food supply fell from 23,630 thousand tonnes to 22,733 thousand tonnes, a decline of 897 thousand tonnes (3.8 percent). The 2019 total includes 170 reporters with reported values, while the 2023 total includes 170; Cuba, with 15 thousand tonnes in 2019, had no reported 2023 value, while the United Arab Emirates entered with a reported zero. Read it as one big faller plus change. China dropped 670 thousand tonnes (down 25.0 percent), worth nearly three-quarters of the net decline, while Argentina fell 325, Russia 287, the United States 183 and Canada 136. France moved the other way almost alone among the giants, adding 446 thousand tonnes (up 17.2 percent), with Belgium up 230 and the Netherlands up 164. Per capita, Luxembourg's 75.93 kilograms from 51 thousand tonnes lead Portugal at 53.46 kilograms, while France, first by total, records 45.75 kilograms. For FAO Food Balances, the figure used here is the FAO item Wine recorded under the Food element as available for human consumption. It represents food available for human consumption during the reference year rather than a direct estimate of the amount of wine people actually drank. Other alcoholic beverages recorded under separate items sit outside this figure. The per-capita figure expresses the same food supply on a population basis, in kilograms per person per year. A country's total quantity and per-capita value therefore answer different questions: total quantity shows the size of the listed food supply, while the per-capita measure adjusts it for population. In 2023, according to FAO Food Balances, France had the largest listed wine food supply among the 170 reporters with reported values, at 3,039 thousand tonnes. The United States ranked second at 2,914 thousand tonnes, while Italy ranked third at 2,243 thousand tonnes. Luxembourg had the highest per-capita wine food supply at 75.93 kilograms per person per year. These FAO Food Balances figures represent food available for human consumption, not a direct measurement of wine actually drunk. Percentage changes use the corresponding value in the earlier year as the base. Yearly totals use FAO Food Balances food quantity (Element 5142, thousand tonnes), while the per-capita figures use food supply quantity (Element 645, kg/capita/year) for Wine from 2019 through 2023. The Food element represents the quantity available for human consumption during the reference period. It is not a direct measure of the amount actually drunk, as additional losses or waste may occur after food reaches the consumer. No percentage change is shown where the base-year value is zero. The reporter universe for this item contains 171 reporters. The tables list reporters only; aggregate rows such as World, regions and China (aggregate) are excluded, while China figures refer to the China reporter. For year-to-year comparisons, only reporters with values in both endpoint years are included in the arithmetic. A zero indicates a displayed value of zero, while an empty cell indicates that no value is available for that reporter and year. Quantities of 1,000 thousand tonnes and above are shown as whole numbers; smaller quantities retain up to two decimals. FAO Food Balances primarily use official national statistics, with some data also estimated or imputed where applicable. The FAO dataset reports the Food element in thousand tonnes and food supply quantity in kilograms per capita per year. The 2023 listed total of 22,733 thousand tonnes is the sum of the 170 reporters with a reported 2023 value; it excludes aggregate rows and reporters without a 2023 value.Wine Food Supply at a Glance

Wine Consumption by Country: Quick Answer
Methodology
Frequently Asked Questions
Which two reporters fought the closest race in wine?
France led in 2023 with 3,039 thousand tonnes against the United States at 2,914 thousand tonnes, a gap of 125 thousand tonnes.
Why does Luxembourg lead wine food supply per person?
Luxembourg recorded 75.93 kilograms per person in 2023 from a listed food supply of 51 thousand tonnes. Portugal followed at 53.46 kilograms per person, while France, first by total, recorded 45.75 kilograms.
Is the food supply of wine the same as wine actually drunk?
No. The FAO Food element measures the quantity available for human consumption in the food balance. It does not directly measure how much people actually drank, because food can be lost or wasted after it becomes available to consumers.
