Primary Energy Petroleum Consumption by Country
Primary energy consumption from petroleum and other liquids measures the energy content of these fuels consumed in each country, expressed in quadrillion British thermal units (quad Btu) per year. The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. The table covers 217 countries, with 213 reported 2024 values, and includes data from 2019 to 2024. The world total stood at 201.3234 quad Btu in 2024, up from 199.3508 quad Btu in 2023.
The United States (37.0414 quad Btu) led in 2024, narrowly ahead of China (32.2226 quad Btu) — a much tighter race than in production, where the United States leads by far more. India (10.6599 quad Btu), Russia (7.4884 quad Btu) and Saudi Arabia (7.2975 quad Btu) completed the top five. Empty means no reported value, not zero. The United States accounted for about 18.4% of the world total in 2024, only about 1.15 times China. The top two together held about 34.4%, the top three about 39.7%, the top five about 47.0%, and the top ten about 60.4%. Nearly two-fifths of the 2024 total was outside the top ten. China recorded the largest increase in absolute terms, rising from 31.5185 to 32.2226 quad Btu (+0.7041 quad Btu, about 2.2%). The world total rose from 199.3508 to 201.3234 quad Btu (+1.9726 quad Btu, about 1.0%). The largest decline among reported pairs was Japan, falling from 6.5994 to 6.3094 quad Btu (-0.2900 quad Btu, about 4.4%). The top five mostly edged upward: China (+2.2%), Russia (+1.6%), Saudi Arabia (+1.2%) and the United States (+0.4%) all grew, while India (-0.7%) was the only top-five consumer to decline. Japan's -4.4% was the steepest fall among larger consumers. Reported world values were 197.1318 quad Btu in 2019, 179.6814 quad Btu in 2020, 191.1453 quad Btu in 2021, 195.6303 quad Btu in 2022, 199.3508 quad Btu in 2023 and 201.3234 quad Btu in 2024. Consumption ended about 2.1% above the 2019 level. The figures show the change over time but do not explain its causes. The top two countries account for 34.4% of consumption, compared with 30.4% in production, although the leading countries differ. The United States and China are much closer in consumption than in production, where the United States has a much larger lead. The ranking reflects petroleum and other liquids consumed within each country, including energy supplied through imports. The statistics are based on the U.S. Energy Information Administration's (EIA) International Energy Statistics. Values represent annual primary energy consumption from petroleum and other liquids in quadrillion British thermal units (quad Btu). Where no value is available, the cell is left empty. A value of 0 indicates that the source reports zero. The sum of the countries listed on this page may not equal the reported world total because the country-level data presented here do not necessarily represent the complete set of values used for the world total. This page covers petroleum energy consumption only and does not include other sources or production, which are reported separately in the source.

Methodology
Frequently Asked Questions
Which countries consume the most petroleum energy?
The United States (37.0414 quad Btu) and China (32.2226 quad Btu) reported the largest 2024 values, followed by India (10.6599 quad Btu), Russia (7.4884 quad Btu) and Saudi Arabia (7.2975 quad Btu).
Why is the United States-China gap so narrow?
The United States reported 37.0414 quad Btu against China's 32.2226, a ratio of about 1.15 — far tighter than in petroleum production, where the United States produces about four times as much as China. The table reports the values; the source does not state causes.
Why did Japan fall the most in 2024?
Japan fell from 6.5994 to 6.3094 quad Btu (-0.2900, about 4.4%), the largest decline among reported pairs. The source does not explain the causes.
Is this the same as petroleum production?
No. This page measures energy consumed; production is reported as a separate series and can differ substantially for importers and exporters.
